FY '05-'09 Strategic Plan
Department of Mental Health Strategic Plan 
Dear Consumers, Families, Providers and Interested Missourians:
The Department of Mental Health is pleased to share its Fiscal Year 2005-2009 Strategic Plan, which was developed under the leadership of the previous director, Dorn Schuffman.
Given the challenges and changes of the past year, it is a document under continuous revision. In the near future, it will be substantially impacted by three things: 1) recommendations from the Mental Health Commission’s recent report on building a safer mental health system, 2) upcoming recommendations from Lt. Governor Peter Kinder’s Mental Health Task Force on Safety, and 3) appointment of a permanent director for the Department of Mental Health.
Meanwhile, we are in the process of moving from a fragmented system to a collaborative and integrated system of care. We are building a system of prevention. We are making every effort to insure that our programs and services are safe for consumers, families, staff, and communities.
We are eager to chart the course to our future. This Strategic Plan helps us do just that.
