| Call to Order | John Constantino, Chair, called the meeting of the Missouri Mental Health Commission to order at 9:05 a.m. on Thursday, January 11, 2007. The meeting was held at the Department of Mental Health, 1706 E. Elm Street, Conference Room B, Jefferson City. |

OPEN DISCUSSION |
John Constantino announced that part of the agenda would be a joint meeting of the Mental Health Commission and the Lt. Governor’s Mental Health Task Force to discuss findings of the Missouri Mental Health Task Force Report to Governor Matt Blunt. George Gladis, Secretary moved that the October 11, 2006, November 8, 2006 and December 12, 2006 Mental Health Commission Minutes be approved. Phillip McClendon seconded the motion and the minutes were approved. Mary Lou Bussabarger commented on an article regarding the Church of Scientology’s exhibit in the state Capitol. She also commented on a news article that reported on a group of government commission members that were fined for violations of the Sunshine Law. Mary Lou requested that at a future meeting a report on aging issues be presented and what the departments’ responsibility is to aging clients and their parents. Mary Lou asked that materials that are sent to Commissioner’s be date stamped. Introductions were made. |
| EVIDENCE BASED PREVENTION INITIATIVES | On behalf of the Commission, John Constantino expressed gratitude to Michael Couty, retiring Division Director, Alcohol and Drug Abuse for the outstanding work he has done with the department. Michael presented an overview of the following
Michael introduced Dr. Ed Leoni, Southwest Missouri State University, who has studied Missouri’s workforce for over 6 years and has developed a three-tier prevention credentialing process. Based on the foundational work of the Missouri Prevention Network in developing the core competencies and the comprehensive description of the workforce documented through six years of study, he has concluded that a three tiered approach is required to reach the entire spectrum of prevention professionals. Each level incorporates specific core competencies as well as criteria that must be satisfied to move to the next level, which are: training, time/experience and educational background. |

| LT. GOVERNOR’S MENTAL HEALTH TASK FORCE AND MH COMMISSION RECOMMENDATIONS JOINT MEETING | Ron Dittemore introduced the Lt. Governor Peter Kinder, Chair of the Mental Health Task Force, Deputy Lt. Governor Eric Feltner and members of the Task Force Committee: Ron Dittemore (Co-Chair); Wendy Buehler, President, Life Skills; Julia Eckstein, Director, DMSS; Terry Mackey, President, Arthur Center, Gary Sherman, DSS; and Natalie Woods, President, Nevada Habilitation Center Family Support. Mark Stringer presented an overview of the Recommendations, Progress and Plan of Action by the Mental Health Task Force. The Background and History Mental Health Commission Public Hearings – May & June 2006 Formation of Mental Health Task Force – June 2006 Mental Health Commission Report with Recommendations – August 2006 Lt. | DIRECTOR’S REPORTS | Monica Hoy presented an update on the Network of Care. DMH staff met with the University of MO-Columbia staff that coordinates the Community Connections websites. The Network of Care will be showcased at the 2007 Spring Training Institute and consumers will present and be a part of the demonstration. MRDD is working to upgrading their site, also work is underway with the Missouri DD Resource Center to coordinate what they are doing and what DMH is doing through the Network of Care. Bob Bax, Legislative Liaison, reported on Senate Bill 3- This act modifies various provisions relating to the Department of Mental Health. He noted that SB 3 includes many of the recommendations from the Lt. Governors Task Force and Mental Health Commission Report Recommendations. Bob reported that the Senate established a new committee, Health and Mental Health, Senator Chuck Purgason, Chair; Senator Charlie Shields, Vice-Chair; Senator Michael Gibbons; Senator Harry Kennedy; and Senator Wes Shoemyer. The committee is assigned to hear health and mental health issues. The Senate Appropriations committee named Senator Chuck Gross as Chair and Senator Gary Nodler, Vice Chair. The House Appropriations committee chair has not been named. |
| CIMOR UPDATES | Gary Lyndaker, IT Director presented a Customer Information Management, Outcomes & Reporting (CIMOR) update. In a PowerPoint handout an overview of the various stages experienced since the implementation of this process was shared. Stage 1: The Plateau Stage 2: The Cliff Stage 3: The Valley (part 1) Stage 3: The Valley (part 2) Stage 4: The Ascent Stage 5: The Mountaintop To get there, continue Ascent – Need continued support from DMH leadership and involvement of business owners.
The real priority is to continuing fixes and high priority enhancements. Marsha Buckner, Division of Alcohol and Drug Abuse presented an update on Provider Payment Status through CIMOR. ADA has built rules in its system to assist in monitoring and billing reviews and to aid in the quality of care for clients. Medicaid Payments-Treatment Providers

| SEXUAL OFFENDER UPDATE | Rick Gowdy, Forensic Director, Division of Comprehensive Psychiatric Services, presented an update registered sex offenders.
All facilities provide information to law enforcement for those with a requirement to register.

| INVESTIGATIONS | Mary Tansey, General Counsel reported that the backlog of investigations is completed and case numbers are at an all time low. |
VISION AND DIRECTION |
Ron Dittemore introduced Keith Schafer, Ed.D., newly appointed Department Director. In a PowerPoint presentation Schafer shared his Vision and Leadership Considerations for the Department of Mental Health. The following items were highlighted as the Missouri DMH Vision Themes: 2007-2012 1. “Do No Harm”: DMH optimizes consumer safety in all its services. 2. Strong consumer/Family Voice: Consumers and Families have a strong voice in DMH program design, individual service planning and outcomes measurements. 3. Medical and Behavioral Service Integration: DMH focuses care coordination on consumers’ behavioral and medical conditions for better health outcomes. 4. Missouri Child Mental Health Leadership: DMH facilities Missouri’s interdepartmental vision/action to address child mental health needs. 5. Data-Based Decision Making: DMH uses data analytics for Consumer risk prediction and program decision making. 6. Strong Local DMH Service Systems: DMH develops and supports strong local MH services systems accountable for the full continuum of care. 7. Mental Health Leadership for the Future: DMH develops and mentors a deep pool of future Missouri mental health state and local leaders. |
| CLOSED EXECUTIVE SESSION | Beth Viviano made a motion that the Mental Health Commission go into Closed Executive Session in accordance with Section 610.021, (3), RSMo, Personnel. George Gladis seconded and the motion passed. |
