2007 Annual Report to CMS


The Missouri Department of Mental Health, Division of Mental Retardation and Developmental Disabilities (MRDD) received a $2.97 million, 5-year grant from the U.S. Center for Medicaid and Medicare Services (CMS). The state of Missouri is one of 10 states selected to receive a System Transformation Grant award. This proposal, written through the support of the University of Missouri Kansas City Institute for Human Development and the input received from numerous individuals and organizations, " will support people with developmental disabilities of any age or payer source to live in their communities through maximized independence, dignity, choice, and flexibility." System Transformation grant funding is part of President Bush's "New Freedom Initiative" that promotes the goal of community living for individuals with disabilities who have long-term care needs. The state is targeting key elements of its delivery system to develop more comprehensive and integrated long term support systems. The project is being implemented through the support and collaboration of multiple stakeholders, other state agencies, and people with developmental disabilities and their families.

The following areas were selected as the focus for systems transformation in Missouri because they address the major barriers to the development of a more coherent system of long-term care supports. This project focuses on creating the infrastructure needed to:
