Established in 1974, but with a history of serving Missourians dating back to 1847, the Department of Mental Health works to prevent mental disorders, developmental disabilities, and substance abuse; to treat, habilitate, or rehabilitate persons with those conditions; and to educate the public about mental health.

For you, or someone you know, who has a problem with alcohol or other drugs, or gambling addiction, the Department of Mental Health provides services through a network of contractors who operate treatment facilities. To find services nearest you, turn to.

To find the service nearest you, turn to.

Division of Alcohol and Drug Abuse

573-751-4942
Mark Stringer, Director

The division's services are delivered through a network of providers coordinated by district offices. The district office staff can direct you to the provider in or nearest your community that can provide services to those who meet the eligibility criteria. District office information is listed below.

Treatment Programs
Individuals who meet the eligibility criteria have access to a variety of treatment options. In addition to detoxification services, the division offers residential and outpatient rehabilitation, special services for women and adolescents, as well as programs that emphasize substance abuse prevention.

Prevention Programs
The Division of Alcohol and Drug Abuse provides substance use and other prevention services for youth, families, and communities through a network of providers. Community coalitions and task forces are supported by training and technical assistance centers (Regional Support Centers) and prevention providers are supported by a statewide training and resource center. Prevention resources and information are made available to the general public through a dedicated website, www.MissouriPrevention.org.

Prevention services address risk and protective factors, are based on assessed needs in communities, and seek to prevent the consequences resulting from underage drinking and from the use and abuse of other substances by individuals. Public education and activities to change community attitudes and norms and to promote mental health are provided in support of prevention efforts.

Compulsive Gambling
The division provides outpatient treatment services to compulsive gamblers and their families throughout Missouri . Municipalities where riverboat casinos are located contribute a portion of their taxes to the Compulsive Gamblers Fund, making this treatment possible at no cost. The division also certifies compulsive gambling counselors.

Substance Abuse Traffic Offenders Program (SATOP)
This program is a statewide network of community-based education and treatment options for individuals arrested in Missouri for alcohol and/or drug-related offenses. Clients are referred to the program as a result of suspension or revocation of their driver's license, court order, condition of probation or plea bargain. The mission of the program is to inform and educate drivers as to the hazards and consequences of impaired driving, motivate for personal change, and contribute to public health and safety.

Division of Mental Retardation and Developmental Disabilities

573-751-4054 / 800-207-9329
Bernard Simons, Director

The Division of Mental Retardation and Developmental Disabilities (MRDD) is responsible for ensuring that the citizens of Missouri have access to services and supports relating to prevention of disabilities, evaluation, habilitation and rehabilitation.

The Division achieves its mission through service coordination and support staff in 17 facilities. Additionally, the Division has contractual arrangements and oversight responsibilities with programs funded, licensed or certified by DMH.

People of all ages are eligible for Division services. The Division's 11 regional offices conduct comprehensive evaluations to determine an individual's eligibility according to state law. The law requires that a person's disability must have occurred before age 22 (during the developmental period) and that it is likely to continue indefinitely. Charges for the cost of services are determined by using a table that evaluates family size, income and the type of service.
