WHO IS THE TARGET POPULATION FOR THIS REGIONAL CENTER?

All persons who have a documented mental, physical or developmental delay manifested prior to the person's 22nd birthday.

IS THIS A STATE OF MISSOURI PROGRAM?

PBRC operates as part of the Division of Mental Retardation and Developmental Disabilities (MRDD), established in 1974, which serves a population that has developmental disabilities such as:

  • Mental Retardation
  • Cerebral Palsy
  • Head Injuries
  • Autism
  • Epilepsy
  • Certain Learning Disabilities

WHAT IS THE PBRC HISTORY AND PURPOSE?

The Poplar Bluff Regional Center was originally established in 1968 under the Department of Mental Health, Division of Mental Retardation/Developmental Disabilities as a "Diagnostic Clinic".

In 1984 seven eight bed group homes were constructed on the grounds to provide local habilitation center services for citizens who are most severely disabled. In 1992 the group homes at Poplar Bluff Regional Center and Sikeston Regional Center were administratively separated and are now known as Southeast Missouri Residential Services.

What services are offered?

The PBRC has funding available to purchase services from various regional private providers.

  • Limited behavioral and crisis intervention and training
  • Early intervention and infant stimulation programs
  • In/Out of home respite/sitter services

Local Regional Councils are part of the Missouri State Planning Council. There are 11 Regional Councils statewide. Regional Councils are grassroots planning, advisory and advocacy organizations for persons with Developmental Disabilities and their families.

People First

People First is a self-advocacy and self-help organization of people who are developmentally disabled. Self-advocacy means that the members are learning to speak for themselves and make decisions about what they want to do with their lives. Self-help means that the members are helping each other with their problems, making friends and reaching out to people with severe disabilities. People First is also trying to show people in the community that those with developmental disabilities are human beings like everyone else and are able to learn, work, make decisions, and contribute to the community where they live

Family Enrichment Weekend

Family Enrichment Weekend provides an opportunity for families to interact with other families and professionals who share similar interests and concerns while learning about rights and advocacy, transition, decision making, coping skills and community supports. This is an annual event sponsored by Region VIII Council on Developmental Disabilities with assistance from the Poplar Bluff Regional Center and other community organizations

MISSOURI CONSUMER & FAMILY DIRECTED SUPPORTS

This is a program available for families who have a child or adult with a developmental disability. This program is designed for families who have made a commitment to care for their family member in their home. In this program, families take an active role in identifying their own needs and work with a Support Partner from the Poplar Bluff Regional Center to access and develop the desired supports in their community.

For some services, families will be able to hire their own providers rather than being limited to those who currently have contracts with the regional center.

CRISIS INTERVENTION  

Behavior Intervention

Poplar Bluff Regional Center can provide behavioral supports needed to stabilize individuals with challenging behaviors. The Behavior Resource Team (BRT) is comprised of four behavior intervention technicians employed by the Regional Center. These individuals are trained to manage a crisis situation or to provide on-going intervention and training.

The purpose of the BRT is to provide support to people with disabilities, when their behavior affects their ability to function successfully within their home, or community. If a crisis occurs that jeopardizes health and safety, the BRT is available on a 24-hour basis. Their goals during a crisis are to protect everyone involved, stop the cycle of aggressive behavior and restore stability.

When behavioral challenges exist on a routine basis, BRT staff will attempt to coordinate a positive behavioral support network including: education, training, and strategies for families, classroom teachers, and direct care staff.

BRT services are flexible, creative, insightful, and proactive. Team members will utilize people and supports that already exist in an individual’s environment to develop strategies or make subtle changes that will promote positive behavior and avoid future crisis situations.

Anyone who is eligible for services from the Poplar Bluff Regional Center may receive assistance from the Behavior Resource Team by making this request through their Service Coordinator.

Home of Your Own

The National Home of Your Own (HOYO) Alliance is a partnership between the Federal government and nationally recognized advocates and leaders whose goal is to create housing and support opportunities that people control and choose. The aim of the Missouri HOYO is to build capacity on a local level to carry on the process beyond the grant period.
